Цифрлық мемлекет азаматтарға ақпарат алуға, пікір білдіруге және қоғамдық шешімдерді әзірлеуге қатысуға кең мүмкіндік береді. Алайда онлайн-платформалардың болуы тең әрі мазмұнды қатысуға автоматты түрде кепілдік бермейді. Тұрақсыз қолжетімділік, цифрлық дағдылардың жеткіліксіздігі, интерфейстердің қолайсыздығы, сенімнің төмендігі, азаматтық ықпалға күмән немесе мемлекеттік органдардың жауап беретініне сенбеу цифрлық шеттетуді сақтауы мүмкін. Бұл мақала Қазақстандағы және цифрландыру үдерісі белсенді жүріп жатқан ұқсас елдердегі өзара байланысты кедергілерді талдауға арналған «Цифрлық инклюзия – мемлекеттік басқаруға электрондық қатысу» (DI-EPG) моделін ұсынады. Модель цифрлық теңсіздік, технологияны қабылдау, азаматтық тиімділік, электрондық қатысу және жауапты мемлекеттік басқару жөніндегі зерттеулерді теориялық тұрғыдан біріктіру және Қазақстанның цифрлық мемлекеттік контексін талдау арқылы әзірленді. Азаматтардың цифрлық инклюзиясы мағыналы қолжетімділікті, цифрлық дағдыларды, қолжетімділік пен пайдалануға ыңғайлылықты, сенім мен цифрлық қауіпсіздікті, сондай-ақ өзектілік пен уәжді қамтитын көпөлшемді мүмкіндік ретінде қарастырылады. Бұл құрамдастар электрондық ақпараттануға, электрондық консультацияға және электрондық шешім қабылдауға тікелей әрі азаматтық тиімділік пен қатысуға дайындық арқылы жанама әсер етеді деп болжанады. Институционалдық жауаптылық тұрақты қатысудың тікелей факторы және дайындықтан нақты қатысуға өтуді күшейтетін шарт ретінде енгізілген. Мақалада тексерілетін гипотезалар, өлшеу көрсеткіштері және көптілді сауалнама, құрылымдық теңдеулерді модельдеу мен кейінгі сұхбаттарға негізделген эмпирикалық тексеру дизайны ұсынылады. Ұсынылған модель цифрлық арналардың жай ғана болуынан азаматтардың оларды іс жүзінде пайдалану қабілетіне және өз қатысуының маңызды екеніне көз жеткізуіне назар аударады.
