Разработка модели цифровой инклюзии для расширения электронного участия граждан в государственном управлении: концептуальная основа для Казахстана

Цифровое государство расширяет возможности граждан получать информацию, выражать мнение и участвовать в принятии публичных решений. Однако само наличие онлайн-платформ не обеспечивает равного и содержательного участия. Исключение может сохраняться из-за нестабильного доступа, недостаточных цифровых навыков, недоступных интерфейсов, низкого доверия, слабой гражданской уверенности или ожидания, что государственные органы не отреагируют. В статье разрабатывается модель «Цифровая инклюзия – электронное участие в государственном управлении» (DI-EPG), предназначенная для анализа взаимосвязанных барьеров в Казахстане и других странах, проходящих активную цифровизацию. Модель сформирована на основе теоретического синтеза исследований цифрового неравенства, принятия технологий, гражданской эффективности, электронного участия и отзывчивого управления с учетом казахстанского контекста цифрового государства. Цифровая инклюзия рассматривается как многомерная способность, включающая содержательный доступ, цифровые навыки, доступность и удобство использования, доверие и цифровую безопасность, а также воспринимаемую значимость и мотивацию. Предполагается, что эти компоненты влияют на электронное информирование, консультирование и участие в принятии решений непосредственно и опосредованно через гражданскую эффективность и готовность к участию. Институциональная отзывчивость выступает прямым фактором устойчивого участия и модератором перехода от готовности к фактическому участию. Предложены проверяемые гипотезы, показатели измерения и дизайн эмпирической проверки с использованием многоязычного опроса, моделирования структурными уравнениями и последующих интервью.
